Strengthening Health Systems in the Central African Republic: HISP Rwanda’s Role in Driving Digital Health Innovation

The Central African Republic (CAR), a landlocked country in the heart of Africa, continues to face challenges in strengthening its health systems due to years of instability and under-resourced infrastructure. Despite these hurdles, the country is making significant strides toward improving healthcare delivery by embracing digital transformation. 📊 1. Technical Support for Data Migration and DHIS2 Training

As part of its commitment to health systems strengthening in CAR, HISP Rwanda is providing critical technical support in the migration of historical health data—including data from the Health Management Information System (HMIS) and various national programs.

Key activities include:

Migrating and testing data from the Expanded Programme on Immunization (EPI)

Training national teams from the PTPE, Tuberculosis (TB), and Surveillance programs in data visualization and analysis using DHIS2

This intervention is helping to establish a robust and centralized digital platform that enhances data-driven decision-making within the health sector.

🤝 2. Strengthening Collaboration Through a Strategic MoU

In December 2024, HISP Rwanda and the Ministry of Health and Population of the Central African Republic signed a Memorandum of Understanding (MoU) to formalize and strengthen their collaboration.

This agreement aims to:

Foster the use of innovative digital health solutions

Improve health information systems

Enhance public health outcomes for the Central African population

The MoU was signed by Venuste NSANZUMUHIRE, HISP Rwanda Coordinator, and H.E. Dr. Pierre Somse, Minister of Health and Population of CAR.

🏢 3. Ministerial Visit to HISP Rwanda Offices

On April 5, 2025, HISP Rwanda had the honor of hosting H.E. Dr. Pierre Somse at its headquarters in Kigali.
During the visit, Dr. Somse received an in-depth presentation of HISP Rwanda’s services and digital health implementations across partner countries. The visit offered a platform for strategic discussions on how to deepen collaboration and scale impactful digital health interventions in CAR.

 

đź’Ľ 4. Exploring Broader Digital Solutions in Public Administration

In a related development, HISP Rwanda also welcomed H.E. Marcel DJIMASSE, Minister of Public Service and Administrative Reform of CAR.
Discussions focused on the potential adoption of innovative software tools, including Rwanda’s digital performance management system used in the public service. This collaboration aims to introduce smart governance practices in CAR’s public administration.

Together, HISP Rwanda and the Central African Republic are working to build resilient digital systems that can support both health transformation and administrative modernization, ultimately improving the lives of citizens through the power of data.
