The PBF (Performance-Based Financing) App is a robust, modular digital platform that digitizes the entire PBF cycle from data entry and quality score verification to payment calculation and reporting supporting performance-linked investments in health systems. HISP Rwanda plays a central role in the design, customization, and implementation of the PBF App, working closely with ministries of health, donors, and implementing partners to adapt the platform to national PBF policies and operational workflows. HISP Rwanda provides end-to-end support, including system configuration, integration with DHIS2 and other health information systems, development of country-specific indicators and payment rules, capacity building for national teams, and ongoing technical assistance. Through these interventions, HISP Rwanda enables transparent fund disbursement, reliable performance tracking, and audit-ready reporting—helping countries strengthen accountability, demonstrate impact to funders, and improve the quality of primary health care delivery at scale.
