Overview
The Health Partnerships Management Platform (HPMP) is a digital solution developed by HISP Rwanda in collaboration with the Ministry of Health Rwanda to streamline the management of health partnerships. The platform digitizes the Memorandum of Understanding (MOU) application and approval process while supporting project implementation monitoring and reporting.
HPMP was designed to replace fragmented manual processes involving emails, paper documents, and disconnected approvals with a centralized, transparent, and efficient online system.
Background
Development partners such as NGOs, institutions, and other stakeholders play an important role in supporting healthcare interventions in Rwanda. Before implementing activities with the Ministry of Health, partners are required to obtain an approved Memorandum of Understanding (MOU).
Previously, this process was managed manually, creating challenges such as:
- Delays in application review and approval
- Difficulty tracking application status
- Limited transparency and accountability
- Heavy administrative workload
- Weak coordination between departments

- Simplify the MOU submission and approval process
- Provide a centralized platform for partner registration and application management
- Improve transparency and traceability of approvals
- Strengthen coordination between the Ministry of Health and stakeholders

Solution Components
1. Organization Registration
Development partners create and manage their institutional profiles on the platform by submitting official information, contact details, intervention areas, and required legal documents.
2. MOU Application Management
Partners submit MOU requests through a guided digital workflow with required sections and document validation before submission.
3. Review and Approval Workflow
The system routes applications through the appropriate approval channels based on the Ministry’s review matrix. Departments can approve, reject, or request clarification directly within the platform.
4. Project Implementation Tracking
Once approved, partners can report on project activities, progress, and implementation milestones linked to their MOU.
