Background
Despite significant progress in Rwanda’s education sector, a number of children remain out of school due to factors such as poverty, disability, and other structural barriers. The Zero Out-of-School Children (Zero OOSC) initiative aims to ensure that every child accesses and completes primary education.
Project Objective
To strengthen education data systems to better identify, track, and support out-of-school children, and improve their enrollment and retention in primary education.
Role of HISP Rwanda
HISP Rwanda serves as a technical partner by:
- Supporting the strengthening of education information systems
- Enhancing data integration and use for student tracking
- Contributing to the development of digital tools for data collection and analysis
- Building capacity among education stakeholders to use data for decision-making

Impact
This project contributes to Rwanda’s goal of achieving zero out-of-school children by placing data at the center of decision-making, enabling a more proactive, inclusive, and coordinated approach to education.
