HISP Rwanda, in partnership with Waliku, HISP Mozambique (Saudigitus), Save the Children Rwanda, and the Ministry of Education (MINEDUC), participated in a Technical Assistance mission under the Zero Out-of-School Children (ZOOSC) Project to strengthen the DHIS2-based student absence tracking system.
As part of the mission, HISP Rwanda played a central role in reviewing the system’s current performance and preparing for the transition of technical support responsibilities from Saudigitus to the local DHIS2 team. This transition reinforces national capacity and ensures sustainable, in-country technical ownership of the system


Field visits to St. Famille School and GS Kinyinya allowed the team to assess how the SEMIS absence tracking system is being used to identify learners at risk of dropping out. Discussions with school leaders and teachers highlighted both implementation progress and opportunities to strengthen early identification and follow-up mechanisms.


At the national level, engagements with MINEDUC leadership focused on enhancing absence tracking and notification workflows, improving the use of real-time education data for planning and decision-making, and strengthening integration across SDMS, SEMIS, and partner platforms.
Through its technical leadership and ongoing system support, HISP Rwanda continues to strengthen digital education systems that translate data into timely action supporting Rwanda’s commitment to achieving zero out-of-school children. END
