Enhancing Immunization Oversight with the PEV Reports Generator and Supervision Tool: A Use Case from Chad

Effective immunization programs depend on strong supervision systems, accurate reporting, and timely decision-making. To support these needs, the PEV Reports Generator, integrated with the DHIS2 Supervision Tool, was developed as a digital solution to modernize how routine immunization supervision data is collected, analyzed, and reported across all levels of the health system as well as vaccines distribution .

This innovation enables health managers and immunization stakeholders to access reliable supervision reports by health facility, district, province, and national level, helping improve vaccine delivery, cold chain management, and logistics monitoring.

Description of the Tool

The PEV Reports Generator is a web-based application connected directly to DHIS2. It works alongside a broader supervision platform where supervisors at different levels conduct field visits, assess immunization activities, review cold chain performance, and capture logistics and vaccination data.

Once data is entered into DHIS2, the Reports Generator automatically transforms it into structured, user-friendly, and printable reports for review and action. These reports support evidence-based decision-making and strengthen accountability throughout the immunization system.

Challenges Addressed

Before the introduction of the digital supervision tool and vaccines distribution, many immunization programs relied heavily on paper-based systems. This created several operational challenges:

-Data collected during supervision visits was recorded manually, making consolidation slow and difficult.

-Reports often took too much time to prepare and were vulnerable to inconsistencies or errors.

-District, provincial, and national teams required different reporting views, yet there was no unified system to serve all levels.

-Information on vaccine stock, cold chain equipment, logistics, and service delivery was scattered across multiple sources.

-Delays in accessing quality data limited the ability to respond quickly to field challenges.

The Digital Solution

The PEV Reports Generator was designed to solve these challenges by leveraging DHIS2 data already collected through the supervision workflow.

The system is able to:

-Automatically retrieve routine supervision and vaccines distribution data from DHIS2.

-Generate multiple report formats, including district supervision, provincial supervision, DSN ( depot Sub National) distribution, and DC ( Depot central) distribution reports.

-Present findings through charts, tables, and color-coded indicators for easier interpretation.

-Produce print-ready and exportable PDF reports for meetings, archiving, and field follow-up.

-Provide decision-makers with real-time access to updated supervision insights.

The PEV Reports Generator significantly improves supervision and reporting processes by:

  • Enabling faster access to quality immunization supervision data.
  • Standardizing reports across districts and provinces for easier comparison.
  • Improving visibility of vaccine stocks, cold chain status, and logistics performance.
  • Supporting timely interventions based on evidence.
  • Strengthening accountability and coordination across all health system levels.
  • Adding reporting value without changing existing field data collection workflows.

Implementation Approach

The tool was developed using a practical and scalable approach:

DHIS2-Native Integration

Built using DHIS2 technologies, the application connects directly to the same platform where data is entered, ensuring reports always reflect the latest available information.

Level-Specific Reporting

Each administrative level receives tailored reports with the right level of detail, from facility performance summaries to national logistics oversight.

Flexible Parameters

Users can generate reports by selecting the organization unit, reporting period, and report type, allowing customized analysis.

Configurable Architecture

Report templates and layouts are driven by configuration rather than hardcoded logic, making future updates faster and more sustainable.

Centralized Metadata Management

Indicators, program stages, and organization references are managed centrally, reducing duplication and simplifying maintenance.

HISP’s Role in Facilitating the Solution

HISP played a central role in supporting the immunization program’s transition from paper-based supervision to a fully digital system.

At the request of the vaccination program, HISP worked closely with stakeholders to review existing paper tools and redesign them into digital data collection forms within DHIS2. This ensured that data could be captured more efficiently and used immediately for reporting.

HISP’s support included:

-Reviewing and digitalizing supervision and reporting tools.

-Configuring DHIS2 metadata and workflows.

-Developing the PEV Reports Generator application.

-Training users at central, provincial, and district levels.

-Supporting deployment and rollout of the system.

-Conducting follow-up monitoring and supervision to identify challenges.

Providing continuous technical assistance to end users.

Through this partnership, health teams were empowered to move from delayed manual reporting to real-time digital reporting and performance monitoring.

The PEV Reports Generator/ Supervision tool  demonstrates how digital innovation can strengthen immunization systems by transforming supervision data into actionable intelligence. With HISP’s technical leadership and implementation support, health programs can improve operational efficiency, enhance data use, and ultimately ensure better vaccine service delivery for communities.
