We are thrilled to announce the successful launch of Performance-Based Financing (PBF) Version 3 for Rwandaโs Ministry of Health ,ย a system built on more than two decades of innovation, progress, and measurable impact.
๐ฅ๐๐ฎ๐ป๐ฑ๐ฎโ๐ ๐ฃ๐ฒ๐ฟ๐ณ๐ผ๐ฟ๐บ๐ฎ๐ป๐ฐ๐ฒ-๐๐ฎ๐๐ฒ๐ฑ ๐๐ถ๐ป๐ฎ๐ป๐ฐ๐ถ๐ป๐ด (๐ฃ๐๐) journey continues to demonstrate how digital innovation can strengthen health systems, improve accountability, and enhance service delivery. At HISP Rwanda, our mission is to design and strengthen digital systems that transform public services at national scale. This milestone reflects years of close collaboration with the Ministry of Health to modernize one of Africaโs most recognized health financing models.
In this technical brief, we will explore the evolution and impact of PBF Version 3, while highlighting the role of HISP Rwanda in supporting the development and implementation of scalable, open-source digital solutions that drive data-informed decision-making.


The Background
Rwandaโs PBF journey began in 2001 with pilot programs in Rusizi District. By 2005โ2006, the model had expanded nationwide, positioning Rwanda among the first countries in Africa to implement performance-based financing across an entire health system.
Over the years, the system evolved from paper-based processes to digital platforms, helping mobilize and distribute significant funding to health facilities based on verified performance and results
HISP Rwanda contribution in Version 3
Working hand in hand with the Ministry of Health, HISP Rwanda led the development and digital transformation of PBF Version 3 with these features:
- Centralized platform for data entry, tariff configuration, quality scoring, partner/facility management, and MINECOFIN-compliant invoice generation
- Integration with DHIS2 for automatic synchronization of datasets, indicators, and organization units
- Enhanced invoice management with dynamic templates, preview, download, and grouping features
- Improved quality and performance tracking, including batch uploads and completeness monitoring
- Modern, responsive user interface accessible via web and tablets
- Basic analytics and reporting (Excel, PDF, CSV)
- Administrative tools for system configuration and metadata management
We also successfully trained 80+ District Steering Committee members across multiple districts, ensuring smooth adoption and effective use of the new platform.

Why It Matters
Rwanda has shown that performance-based financing can deliver long-term results in service delivery, accountability, and equity.
Version 3 proves that mature health financing systems can be powered by open-source digital infrastructure, making them scalable, sustainable, and adaptable for other countries.
